The entire party, if playing correctly, takes their "turn" at the same time, while the enemy acts on a scripted timeline. This gives the feeling of the party needing to take X amount of "turns" for the enemy to die. It is true that if you stand around and do nothing, the enemy continues on their timeline without the player, but that's not the correct way to play the game. Haste ("skill speed"/"spell speed") is a substat that is available on gear and some jobs have self buffs that increase their personal speed, which can be seen as being hasted in an ATB game, but BLM is pretty much the only class that would even consider additional speed. Since all players are operating on essentially the same "timeline" in coordination with the enemy's "timeline", I think this gives the feeling of being more turn-based than ATB, while being neither. I just walked, took in the beauty around me, enjoyed Vanille's moans, rarely stopping to grind a bit before a difficult boss, and that was it. The only thing that disappointed me was the datalogs: I wish this cool information was presented in the game, at least as notes, if they didn't have the budget for a proper lore presentation. Still better rather than being updated after every fucking cutscene.
