And before you say that's confusing, Mina already exists who deals magic damage with every single one of her bullets yet like 60% of items that proc off of spirit do not work with her basic spirit dealing bullets.Rebuttal also works against viscous' punch (which also negates it's knockback effect) yet it does not work against other melee abilities like Billy's or Calico's. There's already confusing rules with some items/abilities so it's definitely not the reason they'd stop doing that.
