I think it makes perfect sense to make it an event vehicle. It doesn't fit anywhere in the tree, and since the MiG-31 is likely to end up as a squadron vehicle (it once again doesn't fit anywhere but is actually good and valuable to have, which are two criteria very commonly found in squadron vehicles), having its predecessor be one too would be a bit weird and give the USSR tree too many, too similar squadron jets in too quick of a succession.
