Ok so I rolled Masque and decided to keep up the rivalry with Khorne and have been fighting the Headtaker of Huatol or whatever for 40 turns now. We have each lost at least 20,000 troops. it has gotten to the point the AI is just spammng half his army as khorne warrior's with shields and dogs and I am spamming daemonettes as fast possible just for our follow up armies to wipe out the survivors and start again. Meanwhile I have the chink up north gathering his forces and threatening to sweep down and kill me. I suppose I am baiting it by constantly harassing him with my cults and gifts etc but still.This is the first campaign in more than a decade where by turn 20 I have not snowballed

/40kg/ here, there's many reasons I'm iffy about if 40k suits Total War. There's RTS 40k games like Dawn of War but those aren't formation based like Total War. Squads but not massive formations. There's also the question of how to balance an overworld. Will it be based on several planets? How will orbital bombing and troop deployment be balanced? Canonically, most factions can fly over and drop troops in enemy territory and especially settlements.
