I have this thought that Nora's backstory was originally going to be the backstory of some Nikke, which was eventually scrapped due to the predictable reaction of many people that would call her "whore", "used goods" and such (even if they wrote her to clearly not be for (You)).So they just gave that backstory to an NPC, with the added advantage that they could put a definitive end to her story without anyone complaining.
