If you plan to use 4* or lower, then you definitely need to max them (i2Lv50) since otherwise they die easily.For resonance it's more or less of an all-of-nothing thing where, in my opinion and experience, it's better to reach R10 and then accumulate resources for the next R10. I took the advice of people that told me it was ok to level resonance to 6-7 but I regretted it.One "exception" to this rule is characters for Impromptu team(s) since the incantation is the average of the deployed characters, so you'd ideally want them all completely maxed in every regard. The difference in the lasers damage from a R10 i3Lv30 team and a R15 i3Lv60 one is BIG, but so is the massive amount of resources I'd require, so I'd say it's not worth it until much, MUCH later (and even then it's debatable).
