I've always figured that Shadow is as fast as Sonic but he uses his air boots to go slightly faster than Sonic at the beginning of SA2 but by the end of the game Sonic's able to run at the same speed as him so the extra nudge his air shoes give him in speed is negated.

Is Tails ever actually said to be as fast as Sonic? I know he's fast because he can spin his tails to propel himself forward and Sonic thinks that's cool but has it ever been stated that he can go Sonic's speed? I always interpreted Tails keeping up with Sonic more so as Sonic seeing how hard the little fella is trying and also impressed at how fast Tails managed to go that he makes sure not to go too fast so the little fox won't lose him.

Should Sega really give Tails and Knuckles the ability to boost?

A lot of the unused animations are referenced in the executable or in character PKG files, implying that they were in the process of being implemented but were abandoned due to time constraints. Animations and voice clips for Blaze suggest that she and Silver were originally planned to have combo moves.
