I think if Zeta's ougi had been unworldly, she might have ended up having a spot in dark endgame somewhere. Being able to let your team generate a fated chain for omens with Eresh main hand is a cool, unique gimmick too. As is, she's kind of like a sidegrade/alternative to Fediel, who was already mostly phased out of set ups everywhere except for stuff like comfy faa/hexa farming.
