When they take over an area they don't build it like the AM would, they just claim the area and get resources and can recruit units from different areas based on some criteria, while the battle barge or their fleet is the home base. Eldar will likely have to put stuff down near planets, create craftworlds or Exodite outposts and stuff and then have to choose whether to defend them to avoid losing access to their unique mechanics or something.

He has the Nemesis Crown so maybe that's what's doing it but I laid an ambush for him with 3 armies, Kemmler's, a bloodline vampire lord and The Red Duke. 5 minutes in and the only thing left of ALL THREE ARMIES was my vampire lord herself and Kemmler's hexrwaiths Kemmler, The Red Duke, all 4 wight kings and 4 necromancers didn't even make a difference..He lost 1 unit of marauder champions and 2 chimeras.
