The changes this game needs to be salvaged are so sweeping I legit have no idea how anyone can hold out hope for S3. Take every single "this heat string is designed to be overpowered by design" and make it reasonably unsafe, -13 or so.
Remove every single interaction heat smashes have with the environment. No breaks and no wallsplats. Cap mid heat smashes to +5, make low heat smashes -15.
Remove chip damage in heat.
Remove heat burst as combo extension, hit hit hit hit tornado tailspin heat burst hit hit is the biggest fucking eyesore in the planet.
Make every single heat burst in the game linear.

This is only system changes and would already significantly improve the game. There are a lot of other big problems but those need to be looked in a per-character basis: too much forward momentum in strings, lows being systematically too safe across the board, string finishers with insane properties being -13 at worst, too much realigning, characters playing too samey, too many stance transitions that are real on block off strings but that would take too much effort.

Her d1+2 is great *if you are on top of the opponent because it's range sucks ass and they don't so much as breath to the side of it because it's linear as fuck and if they guess right it's launch on block.
