The enemy can get stuck on the chaff and switch to targeting them but only if your lord isn't in melee range of their lord. Which can happen if your lord gets knocked down or pushed away by the chaff, but if you have given your lord an order to attack their lord the chaff isn't going to help your lord's survivability at all except for whatever bit of damage and leadership loss they do to the enemy lord
