The ease of gameplay experience between these two characters is cavernous and intentional. If you think they're gonna do shit for Orlea I would implore you to not get your hopes up. They already know all of this. They just choose not to do anything. They devs choose the gameplay experience for you, and they punish you if you try to deviate at all, or if you figure out an interaction that they didn't intend like with TCM. It was possible to keep the tier without the third floor by not claiming the inner boss dupe reward and closing the game, but that's situational and I don't know if it still works.
