imo Yan was almost onto something but got the wrong message from it. The Will of the City is the Will of the People, and the People are REALLY FUCKING SHITTY so the City is REALLY FUCKING SHITTY ergo prescripts with shit like "Put a razor between each knuckle and punch your sorrows until your blood paints a joyous picture" or something. If you can change people to be better, you can change the city to be better, and the Will becomes benevolent.
