Because even if you can kill anyone and destroy any government, it's just way too much effort and logistics. Better to just 'prove' you exist and take their tribute to funnel resources into yourself or spend life chilling in seclusion, rich and unbothered. Up until you've absorbed enough elixirs and shit to outright ascend. And then you get your ass beat in the next realm. Then, once that guy ascends or dies, the whole thing resets because he killed all the other enemies that could also become one many army tyrants in a short period of time, and/or he left a bunch of shitters with grudges around and they rape the world anew until some new singular powerful guy exists to fix it.
