If you do the events and side stories, she's a retard but she has a good heart. That doesn't come across in the Main Story. Even after the dust settles, she seems flippant and arrogant (instead of lovably crass and clumsy) because she's perceived through the lens of her being evil for pretty much the entire story. Only in the side content does she come across as adorably retarded.
