Not sure how much strength Uriel needs but I'm at around 160% with Camisado and Molt Augmented (which I almost never use because it's only good on long missions or with no one else clearing the room) But, my first impression is that he's decent fun and doesn't seem to have any weaknesses in build. There are some I play frequently (like Protea, Titania, Nova, Lavos, Caliban) and others rarely (Hydroid, Ash, Banshee, Citrine...) but every frame has a complete and functional build.
