That's for SS3 or higher. You need flux battery precharged by Lilith/Karenina.
How shit works version:
Basic tap before you do first ult gives energy at two points - when it starts hitting, and when Lucia lands. Second part is only relevant for 5 slashes rotation which you'll likely never do. In her float mode after first ult, first 3-ping doesn't fill the sword gauge, meaning you have to do an extra one for the full sword bar.
