Dog Breath is always strong, Gas Grenade is always strong, the armor perk is questionable since the only things that can inflict gas damage are other players so you're basically getting it for friendly fire insurance. Stim Pistol has its advocates, and the Sterilizer has always been pretty bad.

Enemies should be bound by the same rules as the players.
