Even at V0 Lewis should be pretty great I think. Her passive is poorly translated and makes it sound like she can only do 2 Volley Fires per turn and thus only gain 6 stacks of her passive and 2 CI per turn. Her Volley fire can actually fire as many times as the number of enemies you hit with an aoe attack.So if Vector's ult hits 6 enemies that's 6 volley fires, 18 stacks, and 6 CI for Lewis in a single attack. Also turns Vector's ult in to a pretty high damage attack since each enemy her ult hits is getting volleyed by Lewis. Webm related demonstrates this well.
