But there are a few that have "Special", which are only available at certain points. Loen is a good fire magic dps, but you don't really need her to be +5 until much much later, and even then you can probably find someone else that works about as well. Support is very strong in the game, Liberta is great boosting physical damage, while Helena is great at boosting magical damage. If you really like the design you could get higher rank costumes for those two, but +1 should be fine enough. For completing the story just get some support ones and dps characters that you like preferably some with aoe, you will get every costume soon enough
