Utaha is mostly there to trigger this passive, most of the damage comes from pNoa. So unless you want to squeeze every bit of damage possible you don't need UE50. On the other hand, UE50 Miyako was good last time Urban was around because of her SS blockrate, I haven't seen much of the current JP season but I don't think she takes cover there and I doubt 10% more damage from mood and 10% more piercing effectiveness (against who?) will make a difference between gold and plat.Just bee yourself.
