There was once a time when characters were encouraged to convey way more character than currently with unique sentence endersIf you read Nozomi's material notes you realize just how much of the art exists to convey character. How she holds the whistle is all about conveying character. In this medium you need anything to make a character stand out more, you have to give them something a bit unique. If you're still questioning the character laughs it sounds like you're still pretty new to anime, anime is all about character, you need to stand out. Even just giving them a slightly unusual laugh is a brilliant way to show their characterization without having them shout a bunch of exposition about how quirky they are Like Hoshino despite being a hardass having a childish laugh, shows who she is deep down
