It's not really a "tool" spawn it's more of a tech spawn so it can be found in file cabinets as well which are bountiful on streets. Streets is also a very tough map. Until level 20, the only way to access the rest of the maps is through scav runs or by opting out of the "intro zone" at the start of a wipe. I don't really see the benefit in letting a player with 10 hours of game time into Factory. It adds nothing to the experience for anyone involved.
