I just cashed an emperor maxing Vishnu and the last one disappeared when I did so. Orlov/Emperor on the medal personas is best use for the materials, since 300/400 IV medals is worth far more then however much stamina it would take to overclock a non-IV medal persona.

The last week of the labe giving extra willpower/character uses means you can quickly finish the rest of the map, and then when you are free on the last week you can take some time and try resetting ones you took a double on to try and get the bonus willpower materials. That way also gives you time to empower a key unit that might help you single clear a node you previously doubled.
