Sadly this is true. Dispatch made a lot of changes to the base Telltale formula and streamlined any form of environment interactivity to just cutscenes with choice prompts. These are the biggest things problems that the game is going to face. Way too many people feel like they got burned with how DE brought back Max just to have her act like she never learned any lessons from the previous game and plays around with powers again. That and the hamfisted way they decided to handle Chloe for the players who wanted her to live.
That and it feels like the devs have no idea what made people enjoy the first game. The setting of a comfy small town with a mystery was perfect for the first game. Meanwhile, the college campus in DE is boring and doesn't even properly utilize it's setting. You could easily forget that Max is meant to be a fucking teacher because she never teaches a class, and is mingling with students who look the same age as her.

I get the idea of building up your rapport with the others first and piece together their summer but there was too much emphasis in the past when the story in the present is as interesting. I have no faith in the writing team at all, so I'm gonna be cynical and say that they likely decided to say Max a teacher because they wanted to repeat a school setting and it wouldn't make sense for Max to still be taking photography lessons after all this time. It's not even a budget thing since we saw they modeled modern versions of the past locations. Far be it from me to criticize how games are made, but they had what, 3-5 years of development? It's more they failed to realize the potential they had with the past and present settings. Autumn alludes some kind of force, probably The Abyss, The Witches or The Forest, took hold of them already which explains how they found their way back. You could say that's the reason why they forgot because it's actively making them forget. It's never explained and a lot of theories have sprung up to try. I love the game but it's not without its faults.

There's no doubt they would have done the same for LiS3 if they had the chance

Narratively, that is a close end and DontNod said it multiple times it was a conclusion for that arc if you try to sacrifice Arcadia Bay.
Max destroys the photo as a sign she will accept the consequences and won't cheat out things anymore, like she did by saving William prior in the story, and the implict action is for her to refuse the use of her power, as she won't need it anymore.

She's an artist in residence. It's being said multiple times throughout the game, and it's not their fault that people (including you) aren't capable of googling what that means.
As an artist in residence, she gets to create art under the university's name and using their resources (housing, library for research, common spaces, stuff like that), while they get to flaunt it and promote it as being made under their roof. In exchange, she has to do stuff for the university as well. Teach a class or two here an there, help wherever she can. She's so friendly with the students because she doesn't have a teacher position. Her position is closer to a TA. She just teaches a casual, optional photography class that probably happens once every two weeks. Her position can last anywhere between a few months to a year, maybe two at most. That's why nobody even treats her like a teacher.

They really could've. I would even go and say they learned their lesson with LiS 2 but didn't apply what they learned fully. They have a flair for great environments that lend themselves to the narrative but, man, LR could've been a road trip around Velvet Cove. How do I know this? If you remember, when Safi asks what changed, and why her powers are different, she says that rewinding time was "a trap" or a "burden" and it led to heavy consequences. That's why you can't use the rewind at all in DE at all. When Safi asks her to use it at the end, Max says there are heavy consequences to it. She's has learned that lesson and refuses to use it again.
