Game characters are old school Mickey-style cartoon characters that act like anime characters. Very tropey but fun. So for the western characters to fit in the game world, they have to be written with anime archetypes in mind. Surge funny enough got the tsundere archetype applied to her in the fandom, which is exactly what she'd be like in an anime-style context. Especially helps that there's no tsundere in the cast, so Fandom Surge fills that niche easily.
