Back then it was easier to just re-release the game with new branding, now it's easier to just patch the game and give people new content via DLC. The only way Capcom does an actual SSF6 is if they make a significant enough change to the game that it warrants an addition to the title, and Capcom has made it clear they're not interested in even minor changes to the game.
