They're thinking of the future when Kei becomes a regular character in Millenium, a normal student, a "normal girl" just like Alice. Every other character gets Blank continent cut ins when you roll them, while Kei gets the normal Millenium cut in when she gets summoned, because this is Kei's normal version, its her base. Its planned for when she goes to school normally. The others are battle alts but this is specifically Kei's base.When you eventually start doing normal school stuff you need a normal design that blends in and looks like it fits with the other characters, something that looks human. Just like how Alice looks human and no one in Millennium knows she's a robot. You like robot pure white kei as a novelty, the novelty wears off when it becomes increasingly unfitting in normal situations. Its like a star trek alien among a crowd of normal looking people.

The Deca cunnies are the most student-coded characters, they are their own AI individuals who want to learn, they have been curious about Sensei for a while and their interactions show interest in learning, even if they don't have halos they can be made into students. The Green color, the fact that Aris and a bunch of the new alts resist it, when they are fighting Deca, leads me to believe the Green color will be for the Deca students.

Why have a one-off event to add 1 character + 1 welfare when you could invest in making it a spectacle? It means more resources are invested into event stories that further expand upon the character and worldbuilding that the game leans upon. It's also hard to put the genie back in the bottle, the moment they started running 2 back to back double-banners sealed the fate going forward, because doing less will feel underwhelming.
