Not like Endfield has padding issues. It's actually much more gameplay than story even during the main story episodes. Story is more of an excuse to play the game and it works for that.

The reason this tends to happen is because 3d content is hard and to cope these games release copious amounts of story to "make up" for it, as the game goes older. Extreme example is Star Rail with its glacial pace story lasting 8 hours per 6 weeks last year. Which could've been 4 with less time wasting stock animation padding and breaks between lines. But still. It's a LOT.
Whenever writers need to hit word quotas you can bet your ass it's not going to read well. It's not a Chinese problem. Happens with Japanese visual novels all the fucking time.

So why is this game different? Because this game has no content, and they don't pretend otherwise. Still, it's also early, so be careful. Games change. Star Rail also started as a normal jrpg with a good balance of story, major sidequests and gameplay. Major sidequests completely disappeared, and gameplay basically did as well (at least during the story).
