By the end of the original VN, I like comfortable putting Luka and Alice around bare minium, Mountain to Continent. With Ilias and Micaela to Multi-Continent level and reluctantly accept Chaos Ilias to be around planetary. By the time of paradox P3, yeah, shit has escalated to absurdity, but I got more scaling material.

On the low end of things, AW Lucifina is bare-minium moon level due to being able to control the moon and use it as a weapon. MW Ilias shows us that Ilias threat to destroy the world wasn't actually a bluff and while she still held back, I know can accept Ilias being planetary. With her leaving a permanent scar on the world in MW timeline, oceans fucked, plate tectonics fucked hard enough to leave literally seas of lava after hundreds of years, possibly even thousands, we got a Multi-Continent level feat. World Destroyer and Judgment are just planet busters bare-minium.

And after learning about Star Eater and how Ilias and Alice 1st worked together to deal with her, uh, Small Sun to Sun level shit. End-game paradox, fuck it, we Multiverse level now.

We are constantly told that the twin angels' combined attack can unleash a power similar to Michaela's Sword of Heaven attack, and at a infinite, rapid pace at that.

Honestly I always saw Port Natalia as looking not that poorly in comparison to the MGE City; the main difference is that it's a Port Town that was built on the beachside by humans for humans first and later changed to accommodate Mermaids once they learned to accept them, while as far as I know the Water Capital was built by Mermaids and is much more directly adjacent to the ocean side.
You're comparing Venice to Lerici or Procida, basically. I think all three of those cities are lovely in their own right, but putting the latter two next to Venice feels pretty unfair when it's one of the most distinct looking cultural cities that exists in all the world. So a Port Town/Venice Hybrid is a pretty cozy smaller-scale version of the Water Capital, and San Ilia is closer to Rome or Venice until the merge. Which I guess makes the San Ilia region their equivalent of Italy, now that I think about it.

I'm not really sure if that'd work with Mermaids, it's kind of a bizarre idea to go with for them. If that was the case you'd think there would be significantly more of them, and given the reasons as to why that method of reproduction is selected for, it would also imply that Mermaids as a population have a very high mortality rate (at least when they're young) and are frequently hunted or preyed upon by other species and thus would require the most amount of offspring they could possibly reproduce. As the majority of fish that spawn externally don't have much parental care, Mermaids would also probably have a minimal amount of it as well, when it's demonstrable that this isn't the case in the VN, they even have their children go to schools and live normal childhoods. They'd also need to have all sex for procreation in water, and they also would almost certainly have zero love or care for the father involved and have no value for romance when it's clear this is basically genetically coded into Mermaids (Laura and World Drown, and all the civilians thinking Luka is Prince Charming).

There ARE Monster Girls who reproduce like this, but all of the ones I can remember are Sea Dwellers. Soapy the Crab even describes their life cycle as being like this and setouchi's BTE manga shows it in further detail, and given how "uncivilized" a lot of them like the Dagon or Sea Anemone are it makes a lot of logical sense that they'd do this.
