You can delete latent epiphany cards like Mei Lin's Sovereignty at no cost, and removing basics won't cost anything until the third one, but I think there's a cap on how many removals you get so you won't be able to make 0-card decks anymore. Neutral cards will have a flat cost and normal epiphanies won't add to it anymore. Divine Epiphanies are still worth 20 points across the board.
