I have to say, the first Stockade outpost quest is very Chinese (perjorative). The wise and altruistic Wuling Tianshi are being kept out by the brutish and spiteful Stockader for no sound reason; the Tianshi outmanuevers his stubborness with sound education, while the Stockader petulantly doubles down out of sheer vindictiveness. Like, this is 100% how China treats regions that don't want to get with the program that's been set out for them.That said, the outpost manager DOES mention that it looks like Wuling is just throwing money at the program and wonders if they should show the Tianshi some tricks to cut costs, so maybe the next stage of the quest will show off the Stockader's good points, and some of Wuling's failings. Maybe.
