If you are referring to Menzoberranzan specifically, or other Lolth dominated cities, it's because the noble houses don't allow more than two men per house (every male past that is sacrificed to Lolth), they constantly monitor all the males to make certain they're not even entertaining going against them, constantly give them near suicidal orders and force them to do humiliating stuff at the snap of any females fingers, and ritually sacrifice any male who shows even the slightest signs of disobedience turning them into a Drider. And even still they are on a knifes edge since the male Mages in Menzoberranzan are a big power all on their own and the Priestesses have to be careful not to push it too far. You also have to account for the fact that any time a male does start to gain real power and prestige, the smarter ones just decide to leave the city altogether rather than try to dislodge an entrenched power structure that will horribly kill them if they fail.

This would make even more sense for evil-alligned paths, or demons mirroring their own descent with hers.Nailing her entire outcome to ONE (1) throwaway line that ignores all previous interactions and having her replaced with a massively inferior version of herself was a really lackluster narrative.
