The wisps are Whisper's main teammates, not other blobian characters, she talks to her's and other wisps more (make her more of a wisp whisperer), though she does connect with the game cast and restoration members like Tangle, Jewel and Lanolin to varying degrees. In stories she's like Movie Piccolo, where she comes in late and turns the tide of the fight before the main villain gets involved for Sonic/the main character of the storyline to deal with.
