The only reason why I would think the Outer Rim is like it is now is because the Ark in it's current state needed more power. So they shunt power to the Dome of Eternity to reduce it's coverage, and walled off the areas that will no longer reach it's light. As you can see there are overpasses and roads in the Outer Rim.
