They knew flying ruined the open world, so they locked it behind a pathfinder achievement in the past, that would typically unlock a season or 2 into the expansion. But for some reason they decided to give everyone super flying immediately. They promised that the zones would be based around this extra speed, but mostly what they did was just make them fuck huge and empty. If the new skyriding was more like GW2, where you had to work to get height and speed, and functioned alot like a glider, then that's one thing.
