For the v3jam I just thought about mechanics using the requirements and mixed them together with a genre. It took me 1 day to get the idea, tho.
Just create a mental game and decide stuff, narrowing down the game idea. You first start with a vague idea like x but with y, game a + game b, art style x, or anything at all, and keep solving problems like how could the gameplay be, whats the plot, etc.

Stocks simulator, except it's wizards in their towers, the "coins/stocks" are magic gems, gold, stone and so on.
The game has a sort of simplified "Slay the Spire" gameplay loop in parallel, you can use the "stocks" to buy busted cards to make your run easier, or just play the casino of stocks and get as rich as you can.
If you were smart you could make the stocks part multiplayer and affected by other players, kinda like 4chan's april's fools event if you remember.
