Chisato's route is going to make you hate Yugao, so I think it's better to play the route where you ally with Yugao first. This will also give you some more background on her, so that once you do read Chisato and find out everything going on between her and Chisato, you'll at least have some more information to work with and maybe be able to have a bit of sympathy here. You could look at the endings too. Taeka's route doesn't exactly have the best ending, since MC ends up serving his entire sentence in prison. I think that's another reason it works better as a first route.
