The problem with decks like this isn't bricking. He has enough starters to reliably draw a couple. The problem is that 10% of his deck is hand traps so he automatically eats shit going second into any deck with a good endboard. The average Ancient Gear deck looks something like this. The R monster is Gizmek Taniguku, and the spell is Urgent Schedule. They work together to let you summon Ballista using the Gizmek+Dark Golem and then summon Dark Golem from the GY unnegated.
Feel free to cut the OG Ancient Gear Golem, he's optional for Commander's effect. But often you just want to discard Commander with Dark Golem to set up Duel. Or you can mill Commander with AG Fusion. Some people would cut Duel+Commander entirely but I think that Duel is definitely worth it. Also you could add AG Frame for more consistency if you want.
Obviously fill it out with whatever board breakers you like, and fill the ED with whatever generics, or go 2x on the fusions so you don't get fucked by ED rips.

A player who knows what the deck does will know to save an interruption for Gandora to not get OTK'd. Doesn't mean you'll never pull it off, but if you could reliably pull it off then the deck would be good already.
The way that the deck has 5 million starters and also often starts turn 3 with Sarc still on the field means that just being able to start over again by putting your 1-ofs back into the deck from the GY off a bonus effect from Shining Celtic Guardian(who you summoned off of Ties last turn for his quick effect) or whatever would do a lot for the deck.

Combination of things.
That tier list is based off of unofficial tournament results. New decks are always over-represented because people want to try the new deck. Also they never hit decks that are still in the shop. Basically you'll have to wait a couple months before they hit any VS/K9 cards. At most they'd hit a card that isn't part of either archetype that the deck uses. Also every 3 months they host the Duelist Cup. This is a competitive event, the results of which can get you an invite to travel to the real life world championship. People will be tryharding that event far more than they have been tryharding MD the last couple months. They both don't want to shake up the meta before a DC, and they want to wait for the results to see what's REALLY the best at the top level of play.
Expect a more substantial banlist next month. Unless K9VS completely dominates. In which case they won't want to ban the second and third best decks while leaving that one alone for another month or so.

Also pure Mitsurugi is the top deck in the OCG and their meta is 8 months ahead of MD's. So giving it a small hit now is understandable.

TCG exclusive archetypes have always gotten a new wave of support a bit after they release in the OCG. Mitsu only released like 4 months ago in the OCG and hasn't gotten its support yet. It's not hard to imagine a world where they ban Habakiri+release Contract Witch+release Mitsu support that replaces Habakiri without the issues Habakiri has. Like a new card that fulfills Habakiri's place in the deck without being so generically searchable and comes with some meaningful lock.

Savage is bad because I can't mark and stack it.

The correct endboard is Dragoon + IP (for SP or WP with Verte) + set Gaze off of a 1.5 card combo that doesn't lock you or use your normal summon, and you can do this through 4+ interactions. And ideally you mix it with any other deck (Primite, White Forest, Magistus, Mitsurugi, can even do Yummy or K9 if you want).

The main advantage is that it's an incredibly compact engine and hyper consistent. Almost every single card is a starter and IoC fixes any bricks you might open, neither of which is true for Blue-Eyes which has both more garnets and chokepoints and mostly has to be run pure.

You instantly fucking lose to Droll, though.
