You could make it so that the background character entries are enabled sporadically throughout the chat along with a little world news system that updates according to the actions they take outside the {{user}}'s scope, but then they remain constantly triggered once they're brought into the conversation through the sticky feature, so that their info remains in the background (or the foreground depending on relevance) until their entry keys stop being mentioned. If you're working with big canons, then you're already in luck because models tend to have a lot of native knowledge on those. Uhh make sure you're careful with your scale and expectations btw.
