Tier lists are made taking into consideration perfect or at least close to perfect gameplay. The professional players makes them taking into account the tools of the characters in a scenario where the players know everything about them and have experience fighting them. If you are not at this level of play tier lists literally non-ironically means nothing to you.Sometimes tier lists can even be completely different for each bracket of play. Take Lowain, for example, nowadays he is actually strong in competitive play, but in the vanilla version he was considered bottom tier, the worst character even in many tier lists. However in a scenario where people couldn't deal with Yggy he was very very strong, Yggy could be totally useless or the best SSBA in the entire game, depending on who you were facing.A character full of knowledge checks or reaction checks will be considered trash in tier lists, but this same low tier character is actually top tier against players who are not prepared to deal with the gimmicks.

There will be more waifushitters mashing on Narmaya, than Uno players. Narm is clearly stronger, everyone knows this, but Uno is higher because only people who understand his kit and gameplan stick with him, but that doesn't make Uno better.
