Rinascitans were depicted as people who were forced into the seas by a great flood and were isolated and scattered amongst each other. But always, their destiny was to establish nations and unify. This is why we see several versions of Septimont and Ragunna in the civilization capsule. Imperator follows this blue print.I'm guessing that Kuro most likely planned some sort of conflict between Ragunna and Septimont but decided to cut it out. It only makes sense with how they set the things up.
