She tried desperately to make friends in her own insane way, but that's ultimately a consequence of their situation as a whole than Callisto's failing as a parent and teacher. Valencia was pointlessly rough on Lucio and Ryoshu, but that's because the world as she understood it was that of a world where an incident like the Smoke War could occur. Nothing but the peak of brutality and horror could shake a woman like that, and in her own abusive way, she was training her surrogate children to be as tough as she was. It's been in my head since finishing Canto IX.
