I think Apollo does genuinely fall off later in the game and isn't really overpowered. He's just complete aids to deal with until then and has obnoxious interactions in his favor where he gets away with bullshit and isn't punished for what should be a fuck up like constantly hitting people around corners and getting his ult refunded if he dies while charging. He feels busted at first and finally settles down to being an annoying pest.
