If you want to clear Emerald Sanctum on hard mode you need 25 to 30 raiders, which include an additional tank and additional healers for Erennius, and additional DPS to offset scaling.For guilds that run two 20 man raid force, they consolidate and run one hard mode ES. For guilds that run one 20 man raid force, they recruit pugs for hard mode ES or do normal mode.

I’ve been on a few guild runs as a pug and often times if you play reasonably well and are affable they will attempt to recruit you. Otherwise it’s good loot. But for whatever reason using pugs is a big no-no for Evil. Except you know if you’re a new player and need your attunes or preraid gear. Then you’re told to pug it.
