I don't think we're sticking with 21 at this rate because we're low on time now, but you don't ban 3-4-3 if you think it being too good and nonfun is an issue. Either directly buff wing postition players (besides forwards because 3-4-3 would just run lwf cf rwf), or say for the deadline export that any team using 3-4-3 has to be nerfed in some way and teams without 3-4-3 on their deadline can't use it at all for the tournament. It could be something simple like "your golds get lowered to 96". That might be too little, but it's just an example.
