If your base can run on 1 SC battery (<3400), it's not possible to PWM wuling batteries with no wastage because the total power from one battery (128k) is more than the total reserves (100k). Even if you start from 0%, the moment you have 2 wuling batteries plugged in you'll charge past 100%.It's not worth importing dense originium powder to make HC valley batteries yourself. It costs about 500 power to keep a hc valley battery line running. Just maintaining that is gonna cost you almost as much power efficiency as it gains you.
