Overall yes.
I was born IN 1990 so obviously I can't say I experienced them firsthand as someone more engaged in the culture, but that's the thing about the 90s, they almost were more general-audiance centered in some respects to where a lot of what was talked about was something almost everyone was engaging in. This excludes things like foreign affairs and the state of the world obviously, but even there, the 90s has the 2000s beat. Compare the toppling of the USSR and a speedy victory in the Gulf to a middle Eastern quagmire and troublesome natural disasters and it's really no contest. The arts, be it music, gaming, film, etc. were less pozzed in general and in many mediums were just of a higher average quality. It really was the last gasp of pre-online humanity, and I think that makes it more authentic.
I will say though that the YTK sub-era specifically which kind of bridges both decades has its own unique appeal I can appreciate.

The console shooter market would have probably either stalled out or taken a radically different turn. There's a good chance FPS stays a mostly PC thing.

It had its lows, but it's hard to beat the lows the 2000s had with 9/11, the war on terror, social media, smartphones and the 08 crash. The 90s were pretty up there because the USSR was gone for good and it was the first decade in fifty years where you didn't have the threat of nuclear armageddon hanging over your head, for as long as that lasted.

The Co-Op for SA is the only thing I can on any level genuinely reccomend you going out of your way to experience.
The main campaign is very slop-tier.
I also disagree with the other anon that responded to you. I think Spartan Strike's campaign generally improves the formula, but not enough for me to really reccomend it because there's no co-op.

On some level you have to have broad trust in the institutions. You can have suspicions over individuals mechanisms, but not the system at large. That's just schizo behavior.
