You can make as many low tier characters as you want without it effecting anything, but you lock yourself in a lot when you create the higher ups, unless you can just keep infinitely creating someone above themWhich is why Highlander, Wildhunt, and Valkyrie higher ups haven't been explored much to date. At least not until the devs realize what they really want to do with it.
