There ARE characters that are not as reliant on it as others, like Cody, Birdie, Poison, Guile, Gill just off the top of my head, but this focus on single hit confirming was one of the major criticisms of the game.There's also the problem of netcode and the fact that the only players left are laggy Mexicans or people who have no lifed the game or bothThis is not to even mention V-Trigger which is a very controversial mechanic, even after the scaling nerfs. All in all I do think it's a good game and better than SF6, but for a newbie to get into now, I don't know if I can recommend it. If you're just looking to play casually, then yeah it'll be fun.
